The fee for a project estimated at up to one thousand dollars is twenty-two dollars; each additional thousand dollars of estimated cost, or a portion of it, adds seven dollars; and if an inspector arrives for a scheduled inspection and the work is not ready, a fifty-dollar reinspection fee applies. 8 backs this schedule with a real deterrent: if a contractor, owner or lessee starts construction before applying for the required permit, every fee due on that project is doubled, on top of the general hundred-dollar surcharge the ordinances impose for working without required permits.

The director of inspections, appointed by the mayor for a three-year term under Section 4-3, oversees the building, wire, plumbing and gas inspectors who administer these permits, and Section 4-4 requires that churches, schools, theaters, factories, mercantile establishments and apartment houses be inspected at intervals not exceeding two years under chapter 143 of the General Laws, the City Building Code and the Zoning Ordinance. 11 demolition-delay review for historically significant resources administered by the Leominster Historical Commission.
