Leominster, MA Building Safety: Electrical Permits (2026)

Section 7-3 of the Leominster Code of Ordinances makes the superintendent of wires the gatekeeper for electrical work citywide: in no case may a current of electricity be connected to a wiring system or apparatus meant for power, heat or lighting, and no person may change the position of, or make additions to, any wiring system, or install new electrical work or apparatus, without first obtaining the superintendent's written permission. Concealed wiring designed to carry light or power current also needs its own written permission before it is closed in.

The superintendent, an experienced electrician licensed by the commonwealth as a journeyman under Section 7-1 and appointed by the mayor for a one-year term beginning the first Monday in February, must be given full opportunity to inspect the work before it is completed. Section 7-2 directs the superintendent to notify an owner whenever attachments, insulation, supports or appliances are improper or unsafe, to remove abandoned or untagged wires at the owner's expense, and to make rules consistent with the National Electric Code as adopted by the National Fire Protection Association.

Under Section 7-3, approval is supposed to issue promptly once requested, but the superintendent can refuse or order service discontinued if, in his judgment, the wiring endangers life or property or does not comply with state law or city ordinance, and service cannot resume without his written permission.
