05(1) of the Building Code bars any person from excavating for, erecting, enlarging, moving, altering, converting, repairing, extending, or demolishing a building or structure, or installing a heating plant, gasoline or oil tank, elevator, toilet room, or automatic fire protection system, without first obtaining a permit from the Building Inspector. 05(2) carves out an exception for repairs that are non-structural, listing replacement of same or smaller size windows and doors, siding, gutters, and roofing, as long as the total repair or maintenance cost stays under $1,000; the exception never extends to heating, plumbing, or electrical repairs, which always need a permit.

05(3), an applicant must file a written application describing the land by lot, block, or tax certificate number, along with plans, specifications, and a plot plan in duplicate showing every existing and proposed building, drawn to a scale of at least 1/8 inch to the foot; the Building Inspector may waive plans for small or unimportant work. 01(3) layers the Wisconsin Uniform Dwelling Code, Chapters SPS 320-325, and the state Building, Electrical, and Plumbing Codes on top of the City's own permit rule. 04: up to $3,500 for a first offense, and between $50 and $3,500 for a repeat violation of the same provision, with jail time in default of payment. 01(4)(b) requires the whole structure to be brought up to new-building standards or demolished.
