No building or structure shall be constructed, reconstructed, altered, or moved, nor shall the use of land be changed except after the issuance of a permit for the same by the Building Inspection Division. For the purposes of this Section the issuance of a building permit will constitute a full building permit or fast track permit.

080 additionally requires new-construction applications (not interior remodels) to include a scaled plat and a certified survey identifying any conflicts with adjoining property, plus a preliminary title search; the Building Inspector keeps these records for one year. 090 makes it unlawful to occupy any building or premises before a Certificate of Occupancy and Zoning Compliance is issued by the Planning Commission following final inspection by the Building Inspection Division, and a new certificate is required if occupancy intensity later increases (for example, more than a 5% rise in the declared number of occupants in an apartment or multi-residential building).
