Summary

Renton requires a permit from the Building Official before you construct, enlarge, alter, repair, move, demolish or change the occupancy of any building, or before you install or alter electrical, gas, mechanical or plumbing systems, under RMC 4-5-060 Section 105.1.

105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the Construction Codes and the Construction Administrative Code, or to cause any such work to be done, shall first make application to the Building Official and obtain the required permit.

Full Breakdown

1 makes the permit trigger broad: any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system, must first apply to the Building Official and obtain the permit before starting work. 2). 3, covering everything from standard wiring to low-voltage Class 1-3 circuits and, in R-1/R-2 occupancies, backbone telecommunications installations and any run of more than ten outlets in common areas.

4. 2xxi (engineered mounting, panels no higher than 18 inches above the roof surface, dead load capped at 4 pounds per square foot). Exemptions do not authorize work that otherwise violates the code, and none apply within flood hazard areas or City-designated critical areas.

Violations & Fines

Section 105.1 is mandatory: it directs that the owner or agent 'shall first make application to the Building Official and obtain the required permit' before starting covered work. Because RMC 4-5-060 adopts the Construction Administrative Code in place of IBC Chapter 1 Administration, the Building Official enforces compliance the same way the IBC would, through stop-work authority and inspection holds under the adopted construction codes at Section 102 and 105. Work an exemption does not cover, or that a homeowner starts before a permit issues, remains a code violation even if the completed work would otherwise have met the technical construction standards, since Section 105.2 states exemptions 'shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of the Construction Codes.'

Frequently Asked Questions

Do I need a permit to build a shed in Renton?
Not if it is a detached, one-story accessory structure under the IRC used as a tool or storage shed, tree house, or similar use with floor area of 200 square feet or less, per RMC 4-5-060 Section 105.2c(i). Larger sheds, or any shed in a Wildland-Urban Interface area, still need a building permit from the Building Official.
Does a new fence need a permit in Renton?
No, RMC 4-5-060 Section 105.2c(ii) exempts fences not over 6 feet high from the building permit requirement. Taller fences, or fences supporting a surcharge, fall back under the general permit requirement in Section 105.1 and need Building Official approval before construction.
Can I re-roof my house without a permit?
In-kind re-roofing of a one- or two-family dwelling is exempt under RMC 4-5-060 Section 105.2c(vii), but only if the roof sheathing is not removed or replaced. Replacing sheathing, changing roofing materials in a way that is not in-kind, or working within a Wildland-Urban Interface area still requires a permit.
Is a permit required for a small residential solar panel install?
Rooftop photovoltaic systems on a single-family dwelling, ADU, or unit-lot townhome can skip the building permit if they meet every criterion in RMC 4-5-060 Section 105.2xxi, including an 18-inch maximum mount height, engineered PV-specific mounting, and a dead load capped at 4 pounds per square foot. An electrical permit is still required even when the building permit is exempt.
