The building itself must be at least 30 feet from any residentially-zoned property, with minimum front, side and rear setbacks of 50, 15 and 25 feet respectively. Every center needs at least one completely fenced, secure play lot that is landscaped, grassed, mulched or covered with an artificial rubberized surface, never paved, enclosed by a fence at least five feet tall built as picket or coated chain-link without vinyl slats.

The most substantial recent addition is the vehicle impact protection device (VIPD) mandate: centers must install and maintain VIPDs around exposed play areas to stop out-of-control vehicles, with home-based child care centers, family day care homes and indoor recreational facilities exempted. VIPDs must stand at least 36 inches tall, resist a 5,000-pound impact at 30 miles per hour, sit at least three feet above finished grade parallel to the roadway or drive aisle, never be plain concrete K-rails or Jersey barriers, be spaced 48 to 56 inches apart, meet ADA standards, and be replaced or repaired within 90 days of damage.

New centers must install VIPDs before opening, and existing centers before any expansion, modification or relocation of play areas. Centers also carry distance separations of 2,500 feet from adult entertainment uses, 1,500 feet from establishments selling alcoholic beverages for consumption on or off premises, and 1,000 feet from pain management clinics, each measured along a straight airline route between the nearest property lines.
