Under PMC §19.83.020(c), child care centers are a permitted use in commercial zones (subject to development plan review under Ch. 19.50) and a conditionally permitted use elsewhere (subject to a conditional use permit under Ch. 19.61). Development standards require play-area fencing at least five feet high, built of block wall or wrought iron, a 60 dB noise ceiling in play areas, and a minimum 10-foot setback from any public right-of-way. Centers must also provide one parking space per four children plus one per employee on the largest shift, loading space for at least two vehicles, 75 square feet of outdoor activity space per non-infant child, and stay 500 feet from another similar facility absent a director finding against overconcentration.
