156, sets the safety and spacing standards that apply to family daycare homes citywide. Every family daycare home, small or large, must secure and maintain a valid license from the California Department of Social Services and must notify the Redlands Police Department of its licensed clientele and capacity so the information can be entered into the city's emergency response system. For large family daycare homes specifically, the provider must comply with all applicable Fire Department and State Fire Marshal health and safety requirements, including smoke detectors, fire extinguishers and qualified adult supervision at all times, and the site is subject to an annual Fire Department inspection.

The code also imposes a locational safeguard: a large family daycare home cannot be located within 300 feet of two or more existing daycare centers or large family daycare homes, unless special circumstances demonstrate the area will not be adversely affected by noise, traffic or other harm to the general welfare. Large family daycare sites must provide safe client drop-off and pick-up that does not back vehicles onto the street when access is from a major or secondary arterial, and the Community Development Administrator or planning commission may impose additional conditions to mitigate noise, traffic or parking generated by the use.
