113 sets the development standards a childcare center must meet before it can operate, regardless of the underlying zoning district. Subsection A requires a minimum six-foot-high solid wall of masonry, brick, stucco, or similar material along any property line that abuts a residential zone or residence. The wall requirement drops away in three specific situations: when the center is separated from the residential zone or residence by an alley; when the center occupies an existing commercial building that never required a wall when built, will not expand, and sits between the play yard and the residential use; or when the center abuts a nonresidential zone or use altogether.

Subsection B governs outdoor play areas, requiring that they be separated from vehicular circulation, parking areas, equipment enclosures, storage areas, and refuse and recycling areas, and that they be adequately fenced. The current text was last amended by Ordinance 2021-0024 § 19, part of the Supplement No. 4 code current through July 2026. 228's special-use regulations (Article I), a new center must also clear whatever permit level, administrative or conditional use, the applicable zoning district assigns to childcare uses, with the site plan and development standards reviewed alongside that permit.
