Stockton, CA Building Safety: Carbon Monoxide Detectors (2026)

Stockton adopted the 2024 International Property Maintenance Code on April 4, 2025, at Stockton Municipal Code Section 15.24.010, then rewrote dozens of its provisions in the Section 15.24.030 amendments ordinance. Item PP of that amendment strikes and replaces IPMC Chapter 7, Section 705.1, 'General,' so it now reads that carbon monoxide alarms shall be installed in dwellings under International Fire Code Section 1103.9, except that dwellings covered by the California Residential Code install alarms under CRC Section R311 instead. The amendment sits alongside item OO, which addresses smoke detection systems, in the same Chapter 7 fire-safety rewrite of the Property Maintenance Code.

Enforcement runs through the code official defined in Section 15.24.030, item B, meaning the Director of the Community Development Department or the Deputy Director of the Building and Safety Division, or a delegated representative. Under item G of the same amendments, the code official serves a notice of violation following the procedures in Stockton Municipal Code Title 1, Chapters 1.28 and 1.32. A property owner may seek review before the board of appeals created under amended Section 106.1, item F, which hears code-official interpretation disputes and is separate from the Title 1, Chapter 1.44 Administrative Hearing track reserved for the sanitation, sidewalk, weed, rodent, vehicle, defacement, and rubbish sections listed in that same amendment.
