Under the New York State Uniform Code, codified at 19 NYCRR Parts 1219 through 1228, exit doors and bedroom doors in dwellings must allow egress from the inside without keys, special knowledge, or effort beyond normal motion. Double-cylinder deadbolts requiring a key from the inside are generally prohibited on required egress doors in dwellings. Commercial assembly, educational, and institutional occupancies have stricter panic hardware requirements. Smart locks and electrified hardware must include manual release. Bedroom doors must not be lockable from the outside without inside release. Locksmiths and contractors should consult town building departments before installation.
