Islip, NY Building Safety: Plumbing Permits (2026)

Chapter 40 of the Islip Town Code, adopted 1-31-1967, makes it unlawful under § 40-2(A) for any person, directly or indirectly, to install, repair, alter or modify any plumbing or heating system or fixtures, or to conduct a plumbing business in the Town, without first procuring and keeping in effect a plumber's license issued by the Islip Town Plumbers' Examining Board. Licensure requires the applicant be a duly qualified individual examined by that Board (§ 40-2(B)); a business entity can only engage in plumbing if a Town-licensed master plumber holds at least 51% controlling interest or is designated Responsible Managing Officer with authority over permit filings, and that master plumber must actually supervise the work (§ 40-2(C)).

Section 40-9, added 8-3-1976, layers on a separate permit requirement: it is unlawful to change, alter or modify sanitary wastes, vents or potable water supply lines, including new construction or dwelling modifications, unless all necessary permits are first obtained, and such permits may issue only to a Town-licensed plumber, with the work performed by that plumber or under his supervision. Applicants for the underlying license must show at least seven years' experience as a journeyman plumber with no uncorrected violation on their prior work, pass examination by the Plumbers' Examining Board, and pay filing and licensing fees set by the Commissioner of Planning and Development (§ 40-3).

Every license holder must also carry $1,000,000 public liability and $1,000,000 property damage insurance on file with the Building Division (§ 40-8), and licenses run 12 to 36 months on first issuance and 24 months on renewal after January 1, 1983 (§ 40-6).
