Summary
All new plumbing or drainage work in the Town of Babylon requires a permit from the Building Division before installation, per Town Code § 170-11, with work governed by the state's Building Construction Code Plumbing standards.
It shall not be lawful to install any new plumbing or drainage work in a building or structure or to extend or alter any existing plumbing or drainage work, whether such work is to be connected with the sewer or not, without first filing with the Division of Building in the Department of Planning and Development an application in writing and obtaining a permit. However, if the plumbing or drainage work is in conjunction with the connection of any building or structure to Southwest Sewer District Number 3, the permit requirements will be waived. In such instance the applicant will be required to sign a Town of Babylon informational form attached to the Suffolk County Southwest Sewer District Number 3 connection application form. [Amended 4-7-1976 by L.L. No. 15-1976; [1] 3-2-1982 by Res. No. 4] [1] Editor's Note: Local Law No. 15-1976 created the Department of Planning and Development, in which Department the Division of Building replaced the former Building Department. For the text of this local law, see Ch. 49.
B. Domestic hot-water hookups made in conjunction with either new or conversion-type hand-fired or automatic fuel-fired installations shall require a permit.
C. Permits for the installation or repair of stationary gas piping or gas appliances, fixtures or lines shall only be granted to master plumbers or, where applicable, restricted master plumbers licensed by the Town of Babylon Plumbers Examining Board.

Full Breakdown
Town Code § 170-1 adopts Part 5 of the New York State Building Construction Code (Plumbing) as the governing standard for all plumbing work in the Town. Under § 170-11, no new plumbing or drainage installation, extension, or alteration may begin without first filing a written application with the Division of Building in the Department of Planning and Development and obtaining a permit: waived only for work solely connecting to Southwest Sewer District No. 3. Section 170-12 requires the application on Town-furnished forms and lets the Division demand accompanying plans. Sections 170-3 and 170-11 restrict the work to a master or restricted master plumber licensed by the Town's Plumbers Examining Board, and permits expire six months after issuance per § 170-16.
Violations & Fines
Doing plumbing or gas work without a permit or without a master/restricted master plumber's license violates § 170-3, punishable by a $300 to $500 fine per offense plus the Code's general criminal and civil penalties under §§ 1-15 through 1-17.
