Roughing-in inspection. Upon the completion of rough plumbing and drainage work for which a permit was issued under the Plumbing Code, the Plumbing Inspector shall inspect and approve the said rough work before plumbing is enclosed.
B. Final inspection. Upon the completion of plumbing or drainage work for which a permit was issued under this Plumbing Code, the Plumbing Inspector shall inspect the said work and shall issue a certificate of approval of said work, if the work has been done in accordance with the Plumbing Code and other ordinances applicable thereto. Full Breakdown
Once a Town of Babylon plumbing permit is issued, § 170-18 requires two inspections by the Plumbing Inspector: a roughing-in inspection of the rough pipe work before it is enclosed, and a final inspection after completion, which must pass before a certificate of approval is issued. Before covering, joints must also pass a water test (§ 170-19) or, with the Inspector's permission, a five-psi air test (§ 170-20) or a smoke test (§ 170-21). Under § 170-22 an owner may not use or allow the use of any plumbing or drainage system until the Plumbing Inspector has issued that certificate of approval.
Violations & Fines
Enclosing pipework before the roughing-in inspection, or using plumbing before the final certificate of approval issues under § 170-22, is a Code violation subject to the criminal and civil penalties in §§ 1-15 through 1-17 per § 170-23.
