Summary
Islip inspects permitted construction at each stage before it's covered up. § 68-27 requires review of building location, site prep, excavation, foundation, framing, superstructure, electrical, plumbing and HVAC work, and it's the owner's -- not the Town's -- job to schedule each inspection before work is enclosed.
§ 68-27. Inspections. A. Work for which a permit has been issued under this article shall be inspected at various stages of the project as deemed appropriate by the Commissioner of Planning or the Commissioner's designee. Work shall be inspected prior to enclosing or covering any portion thereof and upon completion of each stage of construction or demolition, including but not limited to building location, site preparation, excavation, foundation, framing, superstructure, electrical, plumbing, heating, ventilating and air conditioning. It shall be the responsibility of the owner, applicant, or his agent to inform the Commissioner of Planning or the Commissioner's designee that the work is ready for inspection and to schedule such inspection. Failure to appropriately schedule an inspection may result in the removal of the work, in whole or in part, pursuant to the direction of the Commissioner of Planning or the Commissioner's designee, as may be deemed necessary in order to verify that the work was completed properly.

Full Breakdown
§ 68-27, titled simply 'Inspections,' governs every permitted building or demolition project in Islip. ' The related § 68-26 gives inspectors authority to order corrections, stop work, or bar occupancy of a noncompliant structure, and allows the Town to require a third-party inspector (registered architect, licensed PE, or certified code enforcement officer) at the owner's expense in some cases.
Violations & Fines
Failing to schedule a required inspection, or covering work before it's inspected, exposes the owner to removal-and-reinspection under § 68-27 itself, plus the broader § 68-421 zoning penalty of a fine up to $2,000 or imprisonment up to 15 days, with each day of continued violation a separate offense, and possible stop-work or not-to-be-occupied orders under § 68-26.
