Division C2, Chapter I, Building Security Regulations, applies to new construction and to additions or alterations that exceed fifty percent of a building's value within any twelve-month period, per § C2-2, with occupancy group R-3 exempt from that value-threshold trigger. Under § C2-8(A), every exterior swinging door of a residential building and attached garage, including the door from the garage into the dwelling, must be a solid-core wood door at least one and three-fourths inches thick, or with panels at least nine-sixteenths inch thick, and fitted with a single-cylinder deadbolt lock.

Per § C2-8(A)(2), that deadbolt must have a minimum one-inch bolt projection, be built to resist cutting-tool attack, embed at least three-fourths inch into the strike, and use a cylinder with a cylinder guard, a minimum of five pin tumblers, and connecting screws at least one-fourth inch in diameter; a dual locking mechanism retracting both deadbolt and latch by one motion of the interior knob may substitute if it meets the same specifications. gauge steel, bronze, or brass, fastened with a minimum of two screws penetrating at least two inches into solid backing, and out-swinging door hinges must use nonremovable pins or a mechanical interlock.

Section C2-4 separately requires that, once a tract or commercial development is occupied, each unit's locks use combinations that are interchange-free from every other unit built under the same general plan. Glazing within forty inches of a locking mechanism must be fully tempered or rated burglary-resistant glass under § C2-8(A)(4), and front doors without a clear vision panel need a 180-degree door viewer under § C2-8(A)(5).
