Appleton, WI Building Safety: Electrical Permits (2026)

Municipal Code Sec. 4-416 requires the Inspection Department to issue permits for all electrical installations to the licensed electrical contractor in charge of the light, heat, or power work, upon filing a proper application on Department forms describing the nature of the work. Permits must be issued before any electrical work starts. No permit is required for repairs necessary for the proper maintenance of an existing installation, except that service changes and panel or meter changes still need one, and electrical permits are required even for demolishing part of an electrical system.

The electrical inspector can require additional plans and specifications, including a photometric study when emergency lighting is required or modified or exit paths change, and specific requirements for photovoltaic systems. Sec. 4-341 backs this permit system by adopting the Wisconsin Administrative Code SPS chapters 305, 316, and 324, Wis. § 101 subchapter IV, and We Energies meter manuals by reference as part of the electrical article. Sec. 4-392 (the residential owner exception) lets a property owner who actually owns and occupies a single-family dwelling wire or install a solar photovoltaic system there without an electrical contractor license, but the owner must still procure the permit before starting, cannot obtain a permit on behalf of a contractor or another individual, and may also wire accessory structures on the same parcel under the same eligibility rules.

Sec. 4-418 sets separate permit fees for one- and two-family dwellings, multiple-family buildings, commercial or industrial buildings, service changes, and PV systems, all on file with the City Clerk, plus a callback inspection fee for reinspections caused by faulty or incomplete work.
