Carlsbad, CA Building Safety: Electrical Permits (2026)

010 adopts the 2025 California Electrical Code, Title 24 of the California Code of Regulations, as Carlsbad's electrical code, and hands administrative duties such as permits, fees, certificates of occupancy, stop work orders, violations, penalties, and appeals to the building code's Sections 103 through 105 and 107 through 116. 020 bars installing or altering any electric wiring, device, appliance, or equipment without first securing a permit, requires City Engineer approval before permitting privately owned conduit in public streets and alleys, and limits permits to contractors licensed by the state for electrical work plus individuals holding a valid master electrician certificate, and then only for work on their own or their employer's property.

030 carves out narrow exceptions: minor repairs like fixing flush or snap switches, replacing fuses, or repairing lamp sockets and receptacles; replacing lamps or plugging portable appliances into already-installed receptacles; and low-voltage signal wiring that does not exceed 25 volts between conductors or 100 watts of transformed or generated power. 040 requires any application for electrical service above 200 amperes to include two sets of line drawings and load distribution calculations covering service and branch panel capacities and locations, switch capacities, and conduit and feeder sizes.

050 allows a temporary meter for testing equipment or interior lighting where no outside light source reaches, but noncompliance with the chapter is grounds for the city to remove any or all meters on the project.
