Section 18.04.040 amends California Building Code Section 110 for Carlsbad. Owners or permit holders may request a pre-construction meeting under new Section 110.1.1, and the building official can bill their fully burdened hourly rate for time spent arranging and running it. At footing and foundation inspection under amended Section 110.3.1, forms and reinforcing steel must be in place, and if the structure sits within five feet of an adjacent property line, a California-licensed surveyor must certify the building's location and setbacks before the first foundation inspection, with that certification on file with the building official beforehand.

Section 110.4 lets the building official accept inspection reports from approved agencies, licensed engineers, or licensed contractors if they meet qualification and reliability standards. New Section 110.7 blocks connection of water, fuel, power, or sewer service until the building official authorizes it, though the official can release utilities early, on a signed agreement that the building will not be occupied until all city and county functions sign off. New Section 110.8 requires the owner or permit holder to notify the building official when the project is ready for final inspection and occupancy under Section 111; the building official then coordinates with other city and county functions to confirm compliance.

Passing final inspection or getting a passing mark on the inspection card does not itself authorize occupancy: a certificate of occupancy must still issue under the amended Section 111.2, which the building official is required to issue within one business day of a clean final inspection.
