Oneida, NY Building Safety: Electrical Permits (2026)

Chapter 45, adopted in 1982 and last substantively amended by Ord. No. 12-03 in 2012, requires that all electrical installations and equipment in the City be installed in conformity with the New York State Fire Prevention and Building Code (§ 45-1). Building Code Enforcing Officers and Fire Department Building Inspectors may call on inspectors designated by Common Council resolution to conduct electrical inspections of any building or structure (§ 45-2A). Once notified, an inspector must commence the inspection within 48 hours and, once started, must continue it uninterrupted to completion; if the notified inspector misses that 48-hour window, the request passes exclusively to the other designated inspector.

Reports and certificates must be completed, filed, and delivered to the owner or their representative within 30 days of the inspection's completion, and may be adopted as part of the official inspection report, with a copy furnished to the owner or lessee wherever defective installations are found (§ 45-2B, C). Under § 45-3, an owner of a building with defective electrical installations or equipment must remedy the defects immediately and obtain a certificate of compliance from a Common Council-approved inspector, filed with the local inspection officials.

Section 45-4 clarifies that inspections under this chapter do not relieve the owner, installer, or operator of civil liability for injury or property damage caused by a defect, nor does the City or its approved inspectors assume such liability by conducting the inspection.
