Sec. 6-351(a) makes it unlawful to 'install or cause to be installed, or to permit any person to install, any electrical wiring, fixtures or equipment, or to make any alterations, additions, changes or repairs' within the scope of the electrical article 'without first having procured a permit therefore issued by the electrical inspector,' with one permit allowed per building for rough electrical work. Sec. 6-351(b) exempts minor repairs, maintenance work, lamp replacement, and connecting portable equipment to existing receptacles, plus certain refrigeration-motor swaps by a registered electrician.

Sec. 6-352 requires the written application to include the street address, addition name, owner's name, building type, number of stories, and a list of fixtures and appliances to be installed, with a diagram required if the electrical inspector requests one. Sec. 6-353 requires the permit fee to be paid before issuance, and Sec. 6-354 lets permits go to registered electrical contractors, electrical sign contractors, or owners performing their own work on premises they own. The article rests on Sec. 6-272, which adopts 'the 2023 Edition of the National Electrical Code, as published by the National Fire Protection Association,' as the city's electrical code.

Once rough wiring is installed, Sec. 6-282 requires the electrical inspector to inspect it within 24 hours of notification (excluding weekends and holidays) and either approve it or reject it with a list of required corrections; Sec. 6-283 requires the same 24-hour turnaround for final inspection before the work can be connected to power under Sec. 6-285.
