Topeka, KS Building Safety: Electrical Permits (2026)

TMC § 14.30.010 adopts the National Electrical Code, 2023 Edition, published by the National Fire Protection Association, as Topeka's electrical code, with a copy kept on file at the City Clerk's office for public inspection (§ 14.30.020). Section 14.30.130(a) then requires every person to apply to the Development Services Director for a construction permit before starting any electric light or power wiring in a new building, any original installation, or any alteration, describing the proposed work before proceeding. Subsection (b) carves out a permit exception for work that doesn't already require a building permit: general electrical maintenance, replacing existing toggle switches or receptacles, replacing not more than 30 lighting fixtures, or extending an existing 125-volt, 15- or 20-amp branch circuit by no more than four openings and 30 feet, except where the extension falls under Chapters 5 through 7 of the NEC.

The Development Services Director has general supervision over all wiring, fixtures and appliances installed in the City (§ 14.30.070), the right to enter any building during reasonable hours to inspect permitted work (§ 14.30.090), and the duty to inspect all electrical installations regardless of who performed the work (§ 14.30.100(a)); electrical goods offered for sale are also subject to inspection at no charge (§ 14.30.100(b)). If installed work is found unsafe or noncompliant, § 14.30.110 requires the Director to notify the owner or agent and order the defect changed, rearranged or removed; refusing within a reasonable time is a violation, with each day of noncompliance a separate offense. The Board of Electrical Appeals, created under § 5.63.120, hears appeals from the Director's interpretations and can suspend or revoke an electrician's license.
