Topeka, KS Building Safety: Plumbing Permits (2026)

TMC § 14.35.010(a) adopts the 2024 Uniform Plumbing Code by reference in full, appendices included, as part of Topeka's code (Ord. 20570, effective July 1, 2025). The section also authorizes the authority having jurisdiction to consult the 2024 UPC Illustrated Training Manual and the UPC Answers and Analysis Manual, published by the International Association of Plumbing and Mechanical Officials, when applying the code, at the authority's sole discretion. Subsection (b) lists every appendix Topeka has adopted alongside the base code, including Appendix A (sizing the water supply system), Appendix E (manufactured/mobile home parks and RV parks), Appendix H (private sewage disposal systems), Appendix R (tiny houses), and Appendix S (on-site stormwater treatment systems), among nineteen appendices total.

Section 14.35.020 designates the Development Services Division Director, or a designee, as the 'authority having jurisdiction' whenever that term appears in the code, and § 14.35.030 requires at least one copy of the UPC to be kept on file at the City Clerk's office for public inspection. The bulk of the rest of Chapter 14.35, Article II, then amends specific UPC sections for Topeka: local fee provisions (§ 14.35.070), a Board of Appeals substitution (§ 14.35.080, pointing to the trade licensing board under § 5.63.120), backflow protection requirements (§ 14.35.280), and dozens more numbered amendments running through arc-resistant CSST gas piping (§ 14.35.360). Article III separately establishes Topeka's cross-connection and backflow prevention program, including mandatory testable backflow assemblies and maintenance duties for property owners.
