Summary
Westminster regulates all electrical wiring, fixture and appliance installation citywide under the 2025 California Electrical Code, based on the 2023 National Electrical Code. Section 15.12.010 makes that code the city's electrical code, and any wiring, alteration or repair work on premises within city limits must meet it and go through the Building Official's permit process.
Except as provided in this chapter, the 2025 Edition of California Electrical Code, based on the 2023 National Electrical Code as published by the National Fire Protection Association, shall be the electrical code of the city, regulating all installation, arrangement, alteration, repair, use and other operation of electrical wiring, connections, fixtures and other electrical appliances on premises within the city. The California Electrical Code is on file for public examination in the office of the building official.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: rev 4982734; v10 updated 2026-06-10).
Full Breakdown
010, adopts the 2025 Edition of the California Electrical Code, itself based on the 2023 National Electrical Code published by the National Fire Protection Association, as the electrical code governing the city. The adopted code regulates the installation, arrangement, alteration, repair, use and other operation of electrical wiring, connections, fixtures and other electrical appliances on any premises within Westminster, and a copy is kept on file for public examination in the office of the Building Official. 1, Continuous inspection of aluminum wiring, which lets the Building Official approve aluminum wiring only where adequate safety measures can be ensured, and requires that aluminum conductors of No.
6 gauge or smaller used for branch circuits receive continuous inspection by an independent testing agency approved by the Building Official to confirm proper torque at their termination points. Both provisions were adopted by Ordinance 2629 on November 12, 2025. Because the Electrical Code is folded into Title 15's Building Code family rather than issued as a standalone rule, electrical work in Westminster is permitted and inspected through the same Building Division process as other construction trades, and any wiring project must be reviewed against the 2025 California Electrical Code as amended before the Building Official signs off.
Violations & Fines
Electrical work performed without a permit, or that fails to meet the 2025 California Electrical Code as adopted and amended by Sections 15.12.010 and 15.12.020, does not pass Building Official inspection and cannot receive final sign-off or a certificate of occupancy. Unapproved aluminum branch-circuit wiring lacking the required continuous independent-agency inspection under Section 110.5.1 is a specific, locally-added violation the Building Official checks for separately from the base state code.
