Kirkwood, MO Building Safety: Green Building Code (2026)

Kirkwood Code of Ordinances § 5-6d provides that 'the provisions of the "2021 Energy Conservation Code," as modified, is hereby adopted as the City of Kirkwood Energy Conservation Code,' with the modified text and its adopting ordinance kept on file in the office of the City Clerk. That single sentence is the city's whole local energy-efficiency mandate: it sits alongside the other Article I building codes in Chapter 5, including the 2021 International Building Code and 2021 International Residential Code adopted in § 5-2 and the 2021 International Mechanical Code adopted in § 5-4, all administered by the Building Commissioner created in § 5-1.

Because the Energy Conservation Code is folded into ordinary building permitting rather than run as a separate green-certification program, compliance is checked as part of the plan review and inspection process for any building permit, with the fee for that permit and inspection determined under § 5-211 according to the Building and Construction Fee Schedule on file in the City offices. Kirkwood's most recent amendment to this section came through Ordinance No. 10921, adopted December 18, 2025, replacing the prior energy code edition, and companion ordinances from the same December 2025 and January 2026 sessions updated the parallel Building, Mechanical, Plumbing, Fuel Gas and Private Sewage Disposal codes to their 2021 editions as well.
