Kirkwood, MO Building Safety: Plumbing Permits (2026)

Kirkwood Code of Ordinances § 5-6 provides that 'the provisions of the "2021 International Plumbing Code," as modified, is hereby adopted as the City's Plumbing Code,' with the modified text and adopting ordinance kept on file at City Hall. Permit administration runs through § 5-222: the plumbing or sewer permit fee is calculated at the applicant's option using the § 5-103 cost-of-construction method or a schedule of unit prices the City Council sets by resolution, and every permit except a domestic water heater replacement carries a separate permit processing fee.

General inspection fees apply per inspection performed, and § 5-222(c)(2) specifically requires that the building sewer line from the house to the septic tank, along with filter trenches, absorption trenches and filter beds, be inspected before any part of the sewer pipe is covered, with a per-lineal-foot fee for inspecting sewer mains, trunks, laterals and manholes. Related fuel gas and private sewage disposal work is covered separately: § 5-6a adopts the 2021 International Fuel Gas Code and § 5-6c adopts the 2021 International Private Sewage Disposal Code, both as modified, each with its own adopting ordinance on file with the City Clerk.

The Building Commissioner created in § 5-1 has overall responsibility for enforcing the Plumbing and Drain Layers Code of the city alongside the Building Code.
