Victorville, CA Building Safety: Green Building Code (2026)

Article 11 of the Municipal Code amends Sections 4.408 and 5.408, Construction Waste Reduction, Disposal and Recycling, of the California Green Building Standards Code. Section 16-5.11.030 states that these sections 'are amended as per this Code Section.' The operative numeric standard sits in Section 16-5.11.050(a): prior to permitting, the permittee's Construction Waste Management Plan must indicate the method by which a minimum of sixty-five percent (65%) of the site's nonhazardous construction and demolition debris waste materials shall be recycled and/or salvaged for reuse, with the remaining 35% requiring documented disposal.

Section 16-5.11.040 assesses a fee for the City's plan check and monitoring of that Plan. During construction, Section 16-5.11.060 requires every new subcontractor's foreman to sign an acknowledgment form, requires the jobsite worksheet to be updated per load of diverted material, and mandates that 100% of trees, stumps, rocks and vegetation from excavation and land clearing be reused or recycled; noncompliant documentation triggers a stop-work order under subsection (g). Before final inspection, Section 16-5.11.070 requires the permittee to submit a completed Construction Waste Reduction Management Plan Summary along with disposal or diversion receipts for City approval.
