Bloomington, IL Building Safety: Building Inspections (2026)

Bloomington City Code § 10-401, Sec. 1 creates the Department of Economic & Community Development as the chapter's enforcement agency, referred to as the Department of Building Safety, with the Code Official and/or Building Official as its executive. That office runs the inspection side of every permit issued under Chapter 10, from footing and framing checks through the final inspection that clears a project for occupancy. Sec. 17 targets the specific failure point where a contractor, owner or agent tells the City a project is ready for its final inspection but the inspector who shows up finds the work still incomplete.

In that case the City charges a reinspection fee of $15 per inspector, or 50% of the permit fee, whichever amount is greater, for every reinspection the incomplete work requires, and that fee has to be paid before the reinspection happens rather than billed afterward. Because the fee is pegged to the permit fee rather than a flat citywide number, a large commercial project with a correspondingly large permit fee carries a correspondingly larger reinspection charge than a small residential add-on, giving contractors a direct financial reason to have work genuinely finished before calling for the final sign-off.
