Summary
DuPage County's Building Code spells out a full sequence of mandatory inspections, from erosion control before excavation through electrical, plumbing, HVAC, radon, framing and a final walkthrough, and requires at least one day's advance notice for each. Skipping a required stage before covering the work forces it back open for inspection.
Owner or contractor is required to contact the Building Official at least one day in advance for all required inspections. The following inspections shall be required:a.Erosion Control: Before any excavation occurs and after all required soil erosion control measures have been installed.b.Footing: Before concrete is poured and after footing excavation has been completed and access drive and culvert is installed...i.Framing: Before any insulation, vapor barrier, or wall finish is applied and after the framing fire-stopping is completed...o.Electrical Service: At the time the electrical service is to be energized or re-energized...u.Final Inspection: After all work is completed as proposed on approved plans, Illinois energy requirements, and all other conditions of the permit.3.Inspections shall be arranged on regular workdays between 8:00 A.M. and 4:00 P.M.

Full Breakdown
Sec. 8-115.2, REQUIRED INSPECTIONS, requires the owner or contractor to "contact the Building Official at least one day in advance for all required inspections," then lists them by construction stage: erosion control before excavation, footing before concrete is poured, foundation walls where reinforcement is used, backfill only after a spotted plat of survey showing foundation location and elevation is submitted, pre-pour concrete for flatwork, under-slab plumbing/radon/electrical/insulation before slabs are poured, framing before insulation or wall finish goes up, house wrap before exterior cladding, rough plumbing/electrical/HVAC before insulation, an insulation inspection tied to State of Illinois Energy Efficient Building Code compliance, masonry and prefab fireplace stages, a grading inspection requiring an as-built drawing sealed by a registered land surveyor or Illinois professional engineer, plumbing final, and a final inspection after all work and permit conditions are complete.
Inspections are limited to "regular workdays between 8:00 A.M. and 4:00 P.M.," still with one day's advance call required. If the Building Official arrives and the job isn't ready, Sec. 8-115.2(1) allows a re-inspection fee under the fee schedule, and no further inspections proceed until it's paid. Sec. 8-115.1 also lets the Building Official run a preliminary inspection of the site before ever issuing the permit. A final inspection under Sec. 8-115.3 must happen, and any discrepancies from the approved plans noted, before the county will issue the Certificate of Use and Occupancy required by Sec. 8-119.1 to actually occupy the building.
Violations & Fines
Covering work before its required inspection, or continuing after a failed one, is enforced as an unlawful act under Sec. 8-117.1 and can draw a Notice of Violation under Sec. 8-117.2 with fourteen days to correct or schedule the missed inspection. Continuing fines run $100.00 to $1,000.00 per day under Sec. 8-117.4, and the Building Official can issue a Stop Work Order under Sec. 8-118.1 that carries its own $100.00 to $1,000.00 daily fine for continued work under Sec. 8-118.2.
