DuPage County, IL Noise Ordinances: Barking Dogs (2026)

DuPage County's authority to regulate barking dogs and other noisy animals comes from 55 ILCS 5/5-1071.2 of the Illinois Counties Code, which provides: "Except for farm animals or animals kept at a commercial dog kennel, counties with a population over 750,000 but less than 3,000,000 may regulate barking dogs and other animals that disturb anyone with noise." The statute caps fines at "not less than $25 nor more than $200." DuPage County (population ~933,000) implements this authority through Chapter 5 (Animals) of the DuPage County Code of Ordinances.

Enforcement is handled by DuPage County Animal Services (2255 Manchester Road, Wheaton, IL 60187; phone (630) 407-2800) only in UNINCORPORATED parts of the county. The Animal Services "Animal Concerns" page directs residents in unincorporated areas to "fill out the online complaint form" for domestic animal or wildlife issues, and to call the DuPage County Sheriff's Department at (630) 407-2400 for after-hours emergencies in unincorporated areas. Residents inside an incorporated municipality (Naperville, Wheaton, Downers Grove, etc.) must contact their local police department instead, because the city or village runs animal-control enforcement within its own corporate limits.
