Burlington, NC Building Safety: Plumbing Permits (2026)

Section 7-15 lists eleven codes the city applies to construction: Administrative Code and Policies, Building Code, Electrical Code, Energy Code, Existing Building Code, Fire Prevention Code, Fuel and Gas Code, Mechanical Code, Modular Construction Regulations, Plumbing Code, and Residential Code. Every one is the North Carolina version, ratified with its supplements and amendments by the North Carolina Building Code Council under G.S. 143-138, and each takes effect in Burlington on its state specified effective date rather than a locally chosen one; the city adopts the state text wholesale instead of writing separate plumbing rules.

Because the state code is adopted "with the specified effective date," Burlington's plumbing rules update automatically whenever the Building Code Council revises the state Plumbing Code, without a separate city ordinance amending this chapter. Section 7-4 folds plumbing into the same fee structure as building, HVAC, and electrical work: anyone applying for a plumbing permit pays a fee set from time to time by the city council. If plumbing work starts before the permit issues, Section 7-5's doubled-fee penalty applies just as it does to any other permit covered by that section, with a floor set in the council's fee schedule.

Inspectors who must make extra trips because a plumber failed to specify the work's location or installed something improperly can charge escalating fees under Section 7-6, on top of the base permit fee, for the first extra inspection, the second, and every one after that.
