Eden Prairie, MN Building Safety: Plumbing Permits (2026)

Eden Prairie requires a separate building or mechanical permit for any plumbing work under Section 10.06, which makes it unlawful to erect, alter, repair, or convert any building or structure, "including, but not limited to, the plumbing, electrical, ventilating, heating or air conditioning systems therein," without first obtaining that permit from the City. Permits under this chapter are administered by the City's Building Official and Building Inspections Division per Section 10.01, which adopts the Minnesota State Building Code, as adopted by the Commissioner of Labor and Industry under Minnesota Statutes Sections 326B.101 to 326B.148, by reference and keeps one copy on file with the City Clerk; that section also authorizes the surcharge fee required on Code permits under Minnesota Statutes Section 326B.148.

Separately, Section 3.30, Subdivision 10, ties plumbing work specifically to water service: it requires that all piping, connections, and appurtenances serving a property be installed and maintained "strictly in accordance with the Minnesota Plumbing Code," and makes a failure to install to that standard, or to allow a required inspection, an additional ground for the City to terminate water service to the property, on top of whatever the Building Official does under the permit itself. Permit fees for all Chapter 10 permits, which can include the state surcharge, are set by Council resolution and kept on file in the Building Official's office under Section 10.07.

A person who does the work without the required permit, or who violates a Code requirement adopted by reference in Chapter 10, is guilty of a misdemeanor under Section 10.99, unless the Code states another penalty.
