Hayward, CA Building Safety: Plumbing Permits (2026)

The City Council adopted the 2025 California Plumbing Code, Part 5 of Title 24 of the California Code of Regulations and based on the 2024 Uniform Plumbing Code, as part of the Building Code of the City of Hayward under Section 9-1.00, alongside the Building, Residential, Electrical, Mechanical, Energy, Historical, Existing Building and Green Building Standards Codes. Local amendment 101.2.1 further adopts California Plumbing Code Appendix A (Rules for Sizing the Water Supply System), Appendix B (Notes on Combination Waste and Vent Systems) and Appendix C (Alternate Plumbing Systems) as part of Hayward's plumbing regulations.

Section 9-1.02 extends the Chapter 1 administrative amendments, including permit fees, plan-review timelines and expiration rules, to the administration chapter of the California Plumbing Code, so a plumbing permit follows the same procedural clock as a building permit: the application is deemed abandoned 365 days after filing if plans are not approved, and once approved the permit remains valid for another 180 days before the Building Official may grant extensions of up to 90 days each under amended Section 105.3.2. Fees for plumbing permits and inspections are set by City Council resolution under amended Section 109.2, and if a permit lapses before plumbing work is finished, Section 105.5.2 requires a completion permit priced under the percentage-of-inspections-passed schedule in Section 105.5.2.1.
