Sec. 105-178 adopts the Arkansas State Plumbing Code by reference as the governing standard, less any local deletions or amendments in the article. Sec. 105-179 lays out the permit and inspection process: the person installing plumbing work must notify the plumbing inspector when work is ready for a required inspection, and the inspector must perform that inspection within 24 hours of the request. A rough-in inspection is required before any workmanship or materials are concealed from view; anything concealed early is disapproved until it is made accessible again.

A final inspection triggers a plumbing inspection certificate, and permanent water service cannot be authorized to the premises until that certificate is issued. Subsection (5) lets a property owner install plumbing in a single-family dwelling they own and occupy themselves, provided they apply for the inspection and pay the fees. Sec. 105-180 separately requires a permit and inspection for any street cut made to run plumbing lines, with a minimum 24-hour advance notice to the 911 Center, fire, and police before cutting, and yellow lamps and barriers required around the opening at night.
