Oyster Bay, NY Building Safety: Plumbing Permits (2026)

Section 180-22, in the Plumbing chapter's Article IV, sets the permit trigger for essentially all plumbing work in the Town. Subsection A requires that 'at the time of filing an application for a building permit, each applicant shall include an application for a plumbing permit properly signed by a master plumber,' with the fee set by the Commissioner of the Department of Planning and Development under the chapter's fee schedule, § 180-9. Subsection B makes the permit mandatory across the board: it is unlawful to perform plumbing, drainage or sewage work, extend or alter existing plumbing, connect a public sewer to a private sewer, drain pit, filter bed, leaching well or septic tank, or install a fuel storage tank inside or outside a building without a Division of Building permit, though ordinary repairs or fixture replacement are exempted as long as they don't amount to installing new soil, waste, vent pipe or main house drains.

A separate permit is required for any sprinkler fire-protection piping system, and for any underground irrigation system, tying this section back to the Water Conservation rules in § 180-11.
