Pacifica, CA Building Safety: Plumbing Permits (2026)

01 adopts Chapters 1 through 17 of the 2025 California Plumbing Code, along with appendices covering water supply sizing, combination waste and vent systems, alternate plumbing systems, storm water drainage sizing, manufactured home and RV park installations, venting system sizing, installation standards, and potable rainwater catchment systems. That code incorporates and amends the 2024 Uniform Plumbing Code published by the International Association of Plumbing and Mechanical Officials, and it governs the erection, construction, enlargement, alteration, repair, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of buildings and structures citywide, subject to the local amendments in Chapter 8-3.

02 adds a local cleanout requirement to Section 719 of the adopted code: whenever a main sewer sits in the street, alley or easement, the property connection must include a cleanout within the City right-of-way at the property line, with a cast iron riser matching the size of the drain it serves, brought to grade with a wye and branch fitting, and finished with a regulation cleanout of at least four inches within a sidewalk box that has a removable cover. Because the Plumbing Code is folded into Title 8's Building Regulations, plumbing permits are administered and enforced under the same permit, suspension, appeal and penalty framework Chapter 8-1 sets for building permits generally, including the Building Official's authority to inspect, withhold approvals, and require corrections before final sign-off.
