Rapides Parish, LA Building Safety: Plumbing Permits (2026)

Section 6½-10 of the parish code adopts the Kisatchie-Delta Regional Code Compliance Office's administrative manual, and § 101.5.6 within it applies the 2000 edition of the Louisiana State Plumbing Code to the installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances connected to a water or sewage system, medical gas systems, and private sewage disposal systems. Because plumbing is a regulated system under § 105.1, any owner or authorized agent must file a written application with the building official and obtain a permit before installing, altering or replacing plumbing, and the application must identify the work, describe the property, state the estimated valuation, and be signed by the applicant under § 105.3.

Rough plumbing must be inspected before it is covered, under § 109.1.2, which requires inspection prior to concealment and before fixtures or appliances are set, and again at final inspection once all permitted work is complete under § 109.1.6. The building official may issue an annual maintenance permit in place of separate permits for each repair to a business that regularly employs qualified tradespeople, provided detailed records are kept under §§ 105.1.1 and 105.1.2. A plumbing permit expires if the work is not started within 180 days or not finished within two years of issuance, subject to 180-day extensions on written, justified request under § 105.5.

Fees follow the schedule set by the Kisatchie Delta Code Compliance Office under § 108.2, and a certificate of occupancy cannot issue until those fees are paid.
