Youngstown, OH Building Safety: Plumbing Permits (2026)

Section 1311.05(c) of the Youngstown Codified Ordinances puts every plumbing job, residential or commercial, under a single Plumbing Permit Fee Schedule billed per fixture rather than by square footage, with a $40.00 minimum permit charge regardless of how few fixtures are installed. Most individual fixtures, including the water closet (toilet), lavatories, kitchen sink, bath tub, shower, washing machine, dishwasher, garbage disposal, floor drain, sump pump/footer connection, mandatory backflow device, water line, building drain, soil stack, air admittance valve, urinals, drinking fountain, garage interceptor, grease trap, laundry tray and wash stand, are each billed at the same $7.00 rate printed for the water closet line.

A water heater installation costs more at $30.00, a sewer ejector is $10.00, inside downspouts run $15.00, and a modular inspection is also $15.00. Any failed inspection that needs a repeat visit adds a further $25.00 re-inspection fee, separate from the original permit charge. Section 1311.11 layers a second, independently governing fee source on top of the city's own schedule: it adopts the Plumbing Program Fee Schedule of the Mahoning County District Board of Health, Division of Environmental Health, including all future updates and amendments the county board makes, and states those county fees take precedence over any conflicting or corresponding fee listed elsewhere in Chapter 1311.

A plumber must also hold City of Youngstown general contractor registration under Section 1311.06 before applying for the permit, a $25.00 registration that runs through December 31 each year and must be renewed annually.
