Ontario requires scaffolding over 10 feet to meet Cal/OSHA Title 8 standards, and any scaffold in a public right-of-way needs an encroachment permit from the Ontario Public Works Agency at (909) 395-2000.
Scaffolding and temporary work platforms used during construction in Ontario must comply with California Division of Occupational Safety and Health (Cal/OSHA) Title 8 Sections 1637-1670, which govern load ratings, guardrails, toeboards, base plates, and fall protection on platforms more than 7.5 feet above a lower level. The Ontario Building and Safety Division enforces California Building Code Chapter 33 on job sites, which covers scaffolding adjacent to public ways, pedestrian protection canopies, and temporary construction fencing. When any portion of a scaffold, swing stage, or dumpster encroaches into a sidewalk, parking lane, or street, the contractor must obtain an encroachment permit from Ontario Public Works and post a certificate of insurance naming the City as additional insured. Scaffolds taller than 125 feet, or those used for suspended work, must be designed by a licensed California engineer. Lighted barricades and ADA-compliant pedestrian pathways are required around any scaffold blocking a sidewalk. Violations may result in stop-work orders under OMC Title 9.
