Coverage is only one of several limits that stack on an R1 lot. The floor area ratio is 0.55 plus a bonus of up to 0.08 (§ 21.08.045). At least 1,000 sq. ft. of open area must remain in the rear yard. Landscaping must meet § 21.20.040. Attached accessory structures must comply with the main structure's height, lot coverage and setbacks under § 21.08.050(b)(2), while a detached accessory structure cannot exceed 40% of the required rear yard area by itself, and all of them together cannot exceed 50% of it.
A single-story room addition or enclosed patio in the required rear yard has its own coverage test in § 21.08.050(e): the total footprint of the primary structure and the addition cannot exceed 45% of the total lot area, the addition cannot be wider than 50% of the average lot width, and it must stay at least 10 ft from the rear property line. Accessory dwelling units get a carve-out: under § 21.08.055(b)(13) no lot coverage limit can be applied in a way that would block at least an 800 sq. ft. unit with four-foot side and rear setbacks.
