Oregon, OH Building Setbacks & Zoning: Lot Coverage Limits (2026)

Section 1145.04, the Advanced Manufacturing District's Development Standards section, sets a hard numeric ceiling on how much of a site can be covered: subsection (d) caps 'Maximum Lot Coverage' at eighty percent (80%), immediately after the section's front, side and rear setback figures in subsections (a) through (c) and just before the 60-foot maximum building height in subsection (e). Because the district also requires substantial landscaping, the remaining uncovered 20% of a site is not simply open dirt: Section 1145.06 requires a landscape zone at least 40 feet wide along the right-of-way with clusters of evergreen and shade trees every 100 feet, plus at least one small shade tree and 50 square feet of plant material in every parking island required under Section 1145.07(b)(1).

Where a development in the district abuts a residential use or zoning district, Section 1145.06(c) adds a continuous screening requirement along the entire shared boundary, either a row of shade trees and a double hedge, a 6-foot wall or fence plus hedge and shade trees, or a double staggered row of evergreens. Ordinance 066-2022, passed March 28, 2022, adopted the 80% cap along with the rest of the district's dimensional standards when Council created the Advanced Manufacturing District.
