Passaic, NJ Building Setbacks & Zoning: Lot Coverage Limits (2026)

Section 317-16, "All zones," lists conditional uses permitted citywide, each with its own dimensional table. Subsection A, houses of worship and related accessory uses, caps lot coverage at 35% alongside a 20,000-square-foot minimum lot, 100-foot minimum lot width and depth, and a maximum height of three stories or 35 feet. Subsection D, public, private and parochial schools, also caps coverage at 35% with a 20,000-square-foot minimum lot and 20-foot front and rear yards. Subsection E, public or quasi-public buildings, likewise sets a 35% maximum, with height and yards keyed to the underlying zone's own requirements.

A different standard applies outside these citywide conditional uses: § 317-22A(5) caps hotels and motor inns in the C Zone at "30% for principal building, plus 30% for accessory building," a materially different formula from the 35% single figure used for worship, school and public-building uses. Passaic's code does not spell out a general single-family or multifamily lot-coverage percentage as prose; property owners building an ordinary house or apartment building must instead consult the zone's own entry in the Schedule of Regulations referenced throughout Chapter 317, available from the Zoning Officer, rather than relying on the 35% conditional-use figure, which applies only to the specific uses listed in § 317-16.
