§ 295-36, most recently amended by Ord. No. on weekdays only, the zones do not operate evenings, overnight, or on weekends. Within the permitted window, no one may park in a designated loading zone for anything other than loading or unloading goods and materials, the stay is capped at 45 minutes per vehicle, and the vehicle's four-way hazard flashers must be on for the entire time it occupies the space. Chapter 181, which § 295-36 cross-references, governs how a zone gets created in the first place: a business or property owner applies to the City Council, must notify every property owner within 200 feet of the proposed zone by certified mail at least 10 days before the Council hearing, and the applicant files an affidavit of service with the City Clerk.

Regular loading zones carry no fee since they are open to any business or individual, but § 181-5 lets the City Council approve a permit-only loading zone restricted to a specific applicant, who then pays an annual fee tied to the number of parking meters removed to create the space, $2,340 per year for one meter, $4,680 for two, $7,020 for three, billed in two installments each January 1 and July 1. The City's fee schedule sets a fixed $47 municipal violation fine specifically for a § 295-36 loading zone infraction, separate from the general parking penalty schedule.
