Passaic, NJ Parking Rules: Driveway Rules (2026)

Section 219-16 of the Property Maintenance Code lists the conditions that make a residential exterior a 'blighting factor' for the neighborhood, and front-yard vehicle parking is one of them. Subsection F prohibits parking, stopping or standing any motor vehicle in the front yard of a dwelling or hotel unless it sits on a driveway or parking area that was constructed and installed in compliance with the applicable City ordinances, and even then the paved surface must stay at least three feet from the interior front sidewalk line running along the property.

The same section reaches related exterior conditions: commercial or industrial equipment can't be stored in view of the sidewalk or street unless the Zoning Ordinance allows it on that property; lawns, hedges and bushes must be kept trimmed rather than overgrown; signs and storefront materials must be maintained or removed; and reconstructed walls and sidings must match the residential character of the block. Subsection G, added in 2011, separately bars hanging or airing laundry in the front yard as defined by the Zoning Code. Because § 219-16 sits in Article V, 'Minimum Requirements,' violations are enforced the same way as any other property-maintenance defect, through inspection, written notice and hearing procedures under Article IX and Article X of Chapter 219, rather than as a standalone traffic offense.
