Passaic, NJ Parking Rules: EV Charging (2026)

§ 317-45 sets citywide standards that apply to all new electric vehicle charging installations, separate from the multifamily phase-in mandate in § 317-43. C. 5:23. On safety, every publicly accessible EVSE space must be marked with green painted pavement or curb markings and a green charging pictograph, and needs adequate lighting, landscaping, and protection such as concrete-filled steel bollards three to four feet high, or curbing if the EVSE sits back at least 24 inches from the curb face. Outlets and connectors must mount between 36 and 48 inches off the ground with a cord management system so cords don't cross a driveway, sidewalk or passenger unloading area, and publicly accessible EVSE needs a 24-hour on-call contact posted on the equipment for reporting outages.

On signage, publicly accessible spaces must post regulatory signs limiting parking to actively charging vehicles, meeting federal Manual on Uniform Traffic Control Devices standards, plus posted hours of operation or time limits, usage and parking fees, and a contact phone number. Electric vehicles may park in any space designated for parking generally, subject to the same restrictions as any other vehicle. Fee-wise, drivers using metered municipal EVSE pay the standard metered fee, adjustable only by resolution of the governing body, while private EVSE owners may charge their own fee under state and federal rules as long as it's posted at the equipment.
