Passaic, NJ Parking Rules: Preferential Parking Districts (2026)

City Code § 295-46 through § 295-55 establishes the City of Passaic Residential Parking Permit Program, created to reduce commuter and commercial traffic in residential neighborhoods, cut air pollution, noise, trash and unreasonable burdens on residents accessing their homes, and address a critical parking shortage. Under § 295-52, the City Council has designated named restricted zones: the Eastside Residential Zone (First Street to the Passaic River eastbound; Virginia Street to the Passaic River southbound), the Main Avenue Redevelopment Plan Area, the Brook Avenue East Residential Zone, plus two commercial/residential zones on Wall Street (Passaic Street to the Passaic River) and Monroe Street (Main Avenue to Myrtle Avenue), and the Barry Place Residential Zone.

m. m. Section 295-47 requires a permit issued by the Director of the Parking Authority for each resident vehicle, and bars permits for vehicles over 6,000 pounds GVW or with more than two axles. There is no permit fee except a $5 charge for the first lost-permit replacement, $10 for later replacements, $10 for an address change, and a $300 annual fee specifically for the Main Avenue Redevelopment Plan Area under § 295-49. Permits run two years; up to two visitor permits per residence are also available and are free for residents 62 and older.
