20-2 sets the maximum building height for El Monte's one-family districts at 2 stories and 30 feet in both R-1A and R-1B, and 1½ stories and 25 feet in R-1C, the district with the largest 10,000-square-foot minimum lot. The same table limits top plate height, the wall height beneath the roofline, to 14 feet for a one-story building and 24 feet for a two-story building in R-1A and R-1B, and to a flat 18 feet in R-1C. 030; a balcony or mezzanine counts as a full story if its floor area exceeds one-quarter of the floor directly below it or it's enclosed on more than three sides.

A allows limited relief above the flat cap: roof-mounted equipment in single-family districts cannot exceed the height limit at all and must be fully screened from the public right-of-way, while radio and television masts, flagpoles and chimneys may extend up to 10 feet above the district's height limit in every zoning district, R-1 included. 60-1's variable-height rule can further restrict height based on the building's setback from that adjacent district, running from a 30-foot cap at less than 30 feet of separation up to the full district-permitted height at 90 feet or more of separation.
