Orange, CA Building Setbacks & Zoning: Structure Height Limits (2026)

Table 17.14.070 of the Zoning Code sets the maximum building height at 32 feet and two stories, whichever is less, for every residential district in Orange, from the R1-5 single-family zone through the R-4 multiple-family district. Footnote (g) to the table measures that height as the vertical distance from the average finished grade, taken five feet out from the exterior wall around the structure's perimeter, up to the highest point of the structure, meaning the roof ridgeline or, on a flat roof, the top of the parapet wall; chimneys and similar devices are allowed to exceed that limit.

Where a multi-family R-3 or R-4 project abuts a single-family R-1 zone, footnote (j) cuts the height further: any building within 70 feet of the R-1 boundary, measured across intervening streets and alleys, is limited to one story or 20 feet, whichever is less.

Section 17.14.100, Greater Height Permitted, is the only path past these caps. It lets the Planning Commission approve, through a Conditional Use Permit, a taller building or additional stories of habitable space, but only in the R-3 and R-4 districts. In reviewing the request the Commission must weigh whether the added height buys more usable open space than a two-story design would, consider shadow, solar-orientation, and noise impacts respecting the terrain, require screening of roof-top mechanical and electrical equipment as an integral part of the building design, and confirm the project's design is compatible with the existing and desired character of the surrounding area.
