The zone also caps buildings at two and one-half stories, and a half-story must sit at the top of the structure unless a hillside exception applies.

Regardless of the number of stories comprising a building or structure, no portion of a building or other structure in the R-1 zone shall exceed 30 feet in height except as provided in Section 24.405.030. C. Maximum Number of Stories. Buildings and other structures in the R-1 zone shall not exceed two and one-half stories in height. Except as provided by subsection D of this section, a half-story shall be limited to the top story.

Full Breakdown
040: from the average established curb grade at the front lot line to the highest point of the structure, with separate rules for sloping lots, through lots, and the R-1-B/R-2-B beach zones. 030 lets chimneys, ham radio antennas, residential radio/TV antennas, and elevator or stairway roof housing extend above the 30-foot cap. 5 feet above the rear lot line, 15 feet above the rear setback line, or 30 feet at the building's corner points, whichever is lowest; where slope exceeds 10 percent, the rear lot line figure drops to 10 feet.
050(C). 070(E) also limits any story below a half-story to a 22-foot ceiling or roof height above average natural grade. 535, submitting site and elevation plans, height and elevation data for the proposed and existing structures on the site and abutting lots, and sight-line drawings showing effects on public views.
Violations & Fines
Community Development's Building and Safety division checks height against Section 24.210.070 at plan check and again at framing inspection; a structure built over 30 feet or exceeding two and one-half stories without an approved variance is red-tagged and cannot receive further inspections or a certificate of occupancy until it is brought into compliance or a variance is obtained under Chapter 24.535. Code Enforcement can independently cite an unpermitted height violation discovered after construction, and the city can require the noncompliant portion removed or lowered at the owner's expense.
