9 of the City of Blue Hill Zoning Ordinance defines an Adult Establishment as any business offering patrons services or entertainment emphasizing specified sexual activities or specified anatomical areas, expressly naming adult bookstores, adult motion picture theaters, saunas, adult companionship establishments, adult health clubs, adult cabarets, adult novelty businesses, adult motion picture arcades, adult modeling studios, adult hotels or motels, and adult body painting studios. The Article Four Use Regulation Matrix applies that definition to the city's five zoning districts: Agricultural (AG), Residential (R), General Commercial (GC), Downtown Mixed Commercial Use (DT) and Light Industrial (LI).

The matrix marks Adult Establishment with a dash in AG, R, GC and DT, meaning the use is prohibited outright in those districts, and marks it C in LI, meaning it can be approved only through a Conditional Use Permit issued jointly by the Planning Commission and City Council under Article Six. 3(c)(iii) lists Adult Entertainment among the Particular Home Occupations that are prohibited under any circumstances in a residential building, so an operator cannot sidestep the LI-district requirement by running the use out of a house.

Anyone seeking to open one of the defined uses must first secure land in the LI district and then apply for a Conditional Use Permit, which under Article Six requires notice and a public hearing before the Commission makes its recommendation to the Council.
